Pakistan Bait-ul-Mal (PBM), the countrys premier social protection agency, successfully conducted another comprehensive E-Kachehry under the leadership of its Managing Director, Senator Capt. Shaheen Khalid Butt, to directly address concerns raised by citizens from across Pakistan. The virtual session, held here at PBMs headquarters, provided an open and accessible platform for beneficiaries and members of the public to register complaints and seek assistance regarding medical treatment support, educational stipends, financial aid, and rehabilitation programs.
During the one-hour interactive session, 16 participants from various regions of the country joined via the online platform. They highlighted issues related to medical funding, scholarship disbursements, eligibility inquiries, and urgent financial hardships. The Managing Director personally listened to each case and reviewed the complaints in real time. Demonstrating PBMs commitment to transparency, responsiveness, and citizen-centric governance, Senator Capt. Shaheen Khalid Butt issued immediate directives to the relevant departments to ensure swift resolution of the reported cases. In his concluding remarks, Managing Director PBM emphasized the need for an inclusive and proactive strategy to effectively respond to the growing number of applicants and the complex challenges associated with poverty. He directed the officers to further strengthen digitalization, transparency, and accountability mechanisms, reaffirming PBMs resolve to ensure that no deserving individual is left without support.

In a landmark initiative aimed at enhancing support for victims of terrorism, Pakistan Bait-ul-Mal (PBM) and National Counter Terrorism Authority (NACTA) signed an MoU during a Seminar conducted United Nations Office of Drugs and Crime (UNODC). The MoU establishes a collaborative framework to extend support and care for the families suffering from the consequences of terrorist attacks, through rehabilitation, medical care, educational assistance, livelihood support and other reintegration services for the beneficiaries.
Addressing the ceremony, Managing Director PBM emphasized that through joint and coordinated efforts, both organizations can ensure meaningful and enduring support for the persons affected by act of terrorism. “Victims of terrorism suffer immense physical, emotional, and economic hardships. This MoU reflects our shared commitment to restoring dignity, hope, and stability to those who have suffered due to violence.”, Capt. Shaheen remarked while appreciating NACTA's central role in implementing counter terrorism strategy and linking policy frameworks with welfare delivery mechanisms. He also appreciated Senior Programme Advisor Counter Terrorism Programme UNODC, Syed Arsalan Zaidi for technical support, facilitation and consistent engagement in materializing the imperative MoU.
National Coordinator, NACTA Jawad Ahmed Dogar, expressed his gratitude to PBM Chief for extending the continued support to the victims of terrorism. He said as well as sharing data of the eligible and verified victims of terrorism, NACTA will coordinate with PBM to facilitate consultations with federal and provincial stakeholders for developing beneficiary criteria, standard operating procedures and implementation guidelines for the fund.
The signing ceremony concluded with a reaffirmation of both organizations' dedication to standing with victims of terrorism and working collectively toward a more resilient and compassionate society.

Led by Senator Capt. Shaheen Khalid Butt, Pakistan Bait-ul-Mal (PBM) conducts an e-Kachahery with the objective of resolving public issues ensuring transparent governance. The online complaint redressal and communication session was organized here at PBM's headquarters in the presence of PBM Officers. During the session, Managing Director PBM listened to each grievance with patience and issued immediate directions to the concerned officials to ensure timely resolution, while highlighting accountability and efficient implementation of the PBM's pro-poor services. People from almost every province of the country participated in the session to highlight their issues. Speaking on the occasion, PBM's Managing Director stated that e-Kachaheries play a vital role in bridging gaps between the administration and the public, especially by leveraging digital platforms to ensure inclusivity and transparency. Senator Capt. Shaheen Khalid Butt also highlighted PBM's ongoing efforts to perpetuate federal government's resolution of strengthening transparency and accountability, such as promotion of e-governance and digitalization in PBM, Electronic Biometric Verified Payments to the beneficiaries, Digitalized Beneficiary Management System and many others. Expressing his commitment to public service, the Managing Director announced that similar e-Kachaheries would continue to be organized regularly to promote good governance and citizen engagement.

ISLAMABAD, Dec 24 (APP): Managing Director of Pakistan Bait-ul-Mal, Senator Capt. Shaheen Khalid Butt, attended Christmas celebrations on Wednesday and distributed Rs 3 million in financial assistance among persons with disabilities from the Christian community. The celebrations took place at Saint Andrew's Church in Lahore, where Managing Director Senator Capt. Shaheen Khalid Butt reaffirmed Pakistan Bait-ul-Mal's commitment to supporting vulnerable and deserving segments of society, with particular emphasis on persons with disabilities He stressed that PBM's welfare initiatives are guided by the principle of equality and are carried out without discrimination on the basis of religion, caste, or ethnicity. Senator Capt. Shaheen Khalid Butt added that such initiatives reflect the government's broader vision of inclusive social welfare and social protection, ensuring that marginalized communities are supported with dignity and respect. The ceremony was attended by members of the Christian community, church representatives, and beneficiaries, who appreciated Pakistan Bait-ul-Mal's continued support and engagement.

Public Policy & Social Protection Reforms Unit (PP&SPRU), Sustainable Development Unit (SDU), Planning & Development (P&D) Department, Government of Khyber Pakhtunkhwa has established an Integrated Beneficiary Registry (IBR) containing data of KP social welfare departments beneficiaries. The same will be shared with other departments through IBR API. For this purpose PP&SPRU requests to sign a “Data Sharing & Confidentiality (Non Disclosure) Agreement n MoU”. Now an API Based link will be established between PBM and PP&SPRU to check duplication and to enhance transparency and increase efficiency.

In a significant step toward promoting education and empowering youth in Balochistan province, Pakistan Bait-ul-Mal (PBM) extends its national outreach to the talented and underprivileged students enrolled in eleven (11) more public sector universities across the province. During a momentous Ceremony held here at PBM's headquarters, Managing Director PBM, Senator Capt. Respected Councellor was apprised about the upbringing of the orphan children in Pakistan Sweet Homes, monthly subsidy to the family having school going orphan children under Orphan & Widow Support Programme, education and support to the child wage earners in PBM's Schools for Rehabilitation of Child Labourers and sponsorship of Cochlear Implant Surgeries and follow-up speech therapy sessions to the children born with hearing loss.

Senator Capt. Shaheen Khalid Butt, while appreciating the dynamic role of Türkiye's Councellor in liaising on religious and community welfare cooperation between Pakistan and Türkiye, extended his heartfelt gratification for his visit to PBM. To support the orphan children, he pledged winter clothes for 100 children of Pakistan Sweet Home and informative/religious magazine subscriptions for 700 children residing in PBM's Sweet Homes.

Pakistan Bait-ul-Mal (PBM) and Shaikh Zayed Hospital Lahore today signed a Memorandum of Understanding (MoU) to strengthen the provision of free cochlear implants for deserving children, reaffirming the government's commitment to inclusive healthcare and social protection.The signing ceremony was held at the Auditorium of Shaikh Zayed Hospital, Lahore, in the presence of senior officials, medical experts and media representatives.

Under the MoU, PBM will support eligible low-income children requiring cochlear implant surgery, while Shaikh Zayed Hospital will provide specialised surgical, diagnostic and rehabilitative services through its ENT and audiology teams. The collaboration aims to reduce the financial burden on families and help children with profound hearing loss access timely, life-changing treatment.

Speaking on the occasion, Managing Director PBM Senator Capt. Shaheen Khalid Butt said the partnership reflects PBM's mission to restore hearing and empower children to participate fully in education and society. He urged philanthropists and corporate partners to join hands with PBM and Shaikh Zayed Hospital to expand the reach of the cochlear implant programme, so that no deserving child is left behind due to lack of resources.

Representing Friedrich Ebert Stiftung (FES), headed by Programme Advisor Abdullah Dayo, over 20 leaders from around twenty countries in Asia, Europe, the Middle East and USA came together here at Pakistan Bait-ul-Mal (PBM) Head Office. During his welcome remarks, Managing Director PBM, Senator Capt. Shaheen Khalid Butt, acknowledged with great appreciation the visit of the esteemed delegation to Pakistan's prominent social protection institution. On the occasion, Director General of PBM's Projects, Prof. Dr. Zeeshan Danish spotlighted the organization's enduring social protection missions, in a comprehensive presentation.

Capt. Shaheen, while encapsulating the PBM's major achievements during last one year, shared the specific goals set ahead for the betterment of vulnerable populace of the country. Terming the Cochlear Implants as a signature initiative, he communicated that we have accepted the challenge of turning silence into speech for children born with hearing loss, by providing them an expensive life-changing Cochlear Implant of over Rs.2.5 million. “So far, we have accomplished the responsibility of sponsoring around 2,500 Cochlear Implant surgeries and follow-up speech therapy sessions, extending the gift of hearing, communication and hope to the underprivileged children”, he added. Responding to a question of the participant, he said that in align with the vision of Federal Government, under the dynamic leadership of Prime Minister Shehbaz Sharif, PBM is determined to address the multifarious issues linked with poverty, serving the poorest of the poor irrespective of their gender, religion, cast or creed and political belief. Managing Director PBM also appreciated the FES to devising inclusive policies to foster sustainable development and social inclusion.

The FES guests also engaged directly with beneficiaries in PBM's Facilitation Centre, gaining first-hand insight into the impact of ongoing poverty-alleviation efforts. The delegation expressed appreciation for the organization's evidence-based, community-driven approach, reaffirming Friedrich Ebert Stiftung's commitment to supporting social justice.

Managing Director Pakistan Bait-ul-Mal (PBM) Senator Captain Shaheen Khalid Butt paid visit to Fauji Foundation Hospital to review the PBM sponsored cochlear implant surgeries and rehabilitation services being provided to children with hearing impairments. HOD (ENT), Maj Gen Sayed Nusrat Raza, HI (M) along with his team, Dr. Uzair Mushahid (Consultant ENT), Brig Umer Asim, Dr Nudrat Khalil welcomed the Managing Director and briefed the cochlear implant procedures, post-surgery care, and the essential speech therapy required for children to develop communication and hearing skills.

Several beneficiary families were also present there who expressed sincere gratitude to PBM for helping their children receive timely medical treatment and therapy. They shared positive feedback about the improvements they observed in their children after surgery and rehabilitation.

(MMBL) TO INTRODUCE ELECTRONIC BIOMETRIC VERIFICATION SYSTEM (EBVS) FOR BENEFICIARIES UNDER THE ORGANIZATION'S SOCIAL PROTECTION PROGRAMS.

The agreement signing ceremony took place at PBM Head Office, attended by Managing Director PBM Senator Capt. Shaheen Khalid Butt, CEO JazzCash Murtaza Ali and senior officials from both organizations. Director General Projects PBM Prof. Dr. Zeeshan Danish gave a detailed briefing about the ongoing social welfare missions of the organization. The collaboration aims to ensure secure, efficient, and transparent disbursement of financial assistance to eligible beneficiaries across the country. Under this partnership, MMBL will integrate biometric verification technology into its digital payment platform, enabling beneficiaries to receive funds through secure biometric authentication methods. The Managing Director further elaborated the biometric payment system would benefit more than 60 thousand deserving persons including widows, destitute and special friends / persons with disabilities, stipend to the registered female trainees of Women Empowerment Centers, subsistence assistance and student stipend to the parents of registered students of Schools for Rehabilitation of Child Labourers, Financial Assistance to the enrolled orphan children under “Orphans and Widows Support Programme and emergency cash transfer in case of natural disasters, accidents and epidemic diseases. Managing Director Pakistan Bait-ul-Mal (PBM), Senator Capt (R) Shaheen Khalid Butt, inaugurated the dates distribution activity at the PBM Regional Office Lahore.

The dates, donated by the King Salman Humanitarian Aid and Relief Centre, Kingdom of Saudi Arabia, were distributed among the needy and destitute during a ceremony held at the Regional Office. A large number of beneficiaries attended the event and appreciated the generous contribution.

Lahore, 31 October: Managing Director Pakistan Bait-ul-Mal (PBM), Senator Capt (R) Shaheen Khalid Butt, visited the Lahore Chamber of Commerce and Industry (LCCI). He was warmly received by Mr. Faheem-ur-Rehman Saigol, President LCCI, along with members of the Executive Committee.

During the meeting held at the LCCI Board Room, the Managing Director briefed the participants about PBM’s ongoing projects and welfare schemes. The LCCI President appreciated PBM’s relief efforts and humanitarian services, especially during the recent devastating floods across the country.

The President and Executive Committee members assured their full support for PBM’s initiatives in rehabilitation and skill development programmes.

Extending its continued efforts to improve healthcare services for thalassemia patients in Khyber Pakhtunkhwa, Pakistan Bait-ul-Mal (PBM) has donated a Vitros Screening Machine, marking another significant stride in its humanitarian mission. The modern diagnostic Machine was officially presented to Khyber Pakhtunkhwa's leading welfare institution, Frontier Foundation Welfare Hospital and Blood Transfusion, during an event organized at PBM headquarters. Under the agreement, the foundation will be responsible for ensuring accessible, cost-free diagnostic services to patients in need throughout the province. PBM Managing Director, Senator Captain Shaheen Khalid Butt, and Frontier Foundation's Chairman, Sahibzada Muhammad Haleem, inked an MoU to confirm the donation of the Vitros Screening Machine.

Speaking at the event, Senator Captain Shaheen Khalid Butt, Managing Director of PBM, praised the Frontier Foundation's social welfare efforts, expressing hope that the newly donated screening machine would greatly benefit the deserving individuals across KPK province. He also shed light on the federal government's ongoing efforts to bring relief and opportunity to underprivileged families in remote and neglected areas, with the aim of enhancing their quality of life.

Senator Captain Shaheen Khalid Butt mentioned that PBM is also partnering with various NGOs/civil societies across the country to help address critical health issues, including cataract surgeries, dialysis, thalassemia, and hemophilia.

The King Salman Humanitarian Aid and Relief Centre has launched the Dates Distribution Project Pakistan 2025. Saudi Ambassador Nawaf Saeed Bin Al-Malkiy inaugurated the project in Islamabad today. Under this initiative, premium-quality Saudi dates will be distributed across all provinces and regions of Pakistan including Punjab, Sindh, Khyber Pakhtunkhwa, Balochistan, Gilgit-Baltistan, and Azad Kashmir in close collaboration with Pakistan Bait-ul-Mal.

The project aims to support thousands of vulnerable families, especially those affected by floods and economic hardships, by helping meet their basic nutritional needs. Managing Director of Pakistan Bait-ul-Mal Shaheen Khalid Butt was the chief guest on the occasion.

He interacted warmly with the children, asked light-hearted questions, and appreciated their cheerful responses. Gift boxes were also distributed among the students, spreading joy and smiles.

The MD met with parents and guardians to seek feedback on the schools facilities and reaffirmed PBMs commitment to providing quality education and rehabilitation for underprivileged children.

In a groundbreaking move to advance women's economic empowerment, Pakistan Bait-ul-Mal (PBM) and the National Vocational and Technical Training Commission (NAVTTC) signed a transformative Memorandum of Understanding (MoU) today at PBM Headquarters in Islamabad. This historic partnership will accredit PBM's 165Women Empowerment Centres (WECs), equipping over 12,372 women across Pakistan with nationally and internationally recognized vocational certifications, unlocking new pathways to employment, entrepreneurship, and financial independence.

The signing ceremony was attended by senior dignitaries from both organizations. NAVTTC's delegation was led by Executive Director Mr. Muhammad Amir Jan, joined by Mr. Zafar Haider, Mr. Muhammad Yasir, Ms. Amina Gilani, Ms. Fatima Gilani, Mr. Hafiz Awais, and Maj. Adnan. Representing PBM were Managing Director Captain Senator Shaheen Khalid Butt, Director General (Projects) Professor Dr. Zeeshan Danish, Director Education Dr. Zafar Khan Safdar, and all PBM Head Office directors, marking a unified commitment to this transformative initiative.

This MoU represents a pivotal milestone for PBM's WECs, which currently train women in high-demand skills such as dressmaking, information technology, and beautician courses. For the first time, WEC graduates will receive accredited certificates, significantly boosting their employability and entrepreneurial prospects. PBM is also expanding its curriculum to include cutting-edge courses aligned with market trends, ensuring women are equipped to thrive in today's dynamic economy.

Since assuming leadership, MD PBM has driven a series of transformative reforms under Prime Minister Muhammad Shehbaz Sharif's Uraan Pakistan National Economic Transformation Plan (2024-2029). With a sharp focus on women's development and alignment with Sustainable Development Goals (SDGs), Captain Butt has spearheaded efforts to restructure PBM, positioning it as a beacon of inclusive growth. He expressed deep gratitude to NAVTTC's Chairperson Ms. Gulmina Bilal Ahmad and Executive Director Mr. Muhammad Amir Jan for their unwavering support, while commending Professor Dr. Zeeshan Danish and Dr. Zafar Khan Safdar for their pivotal roles in achieving accreditation milestones.

Beyond WECs, PBM remains committed to uplifting marginalized communities through initiatives like schools for child labor rehabilitation, Pakistan Sweet Homes for orphans, shelter homes, Great Homes for senior citizens, and individual financial assistance programs supporting medical care, education, and empowerment for widows and persons with disabilities. This MoU marks a bold step toward a brighter, more inclusive future, empowering Pakistan's women with the skills and opportunities to shape their destinies and contribute to national progress.

Pakistan Bait-ul-Mal is taking every possible measure to provide relief and rehabilitation to the flood victims. These views were expressed by the Managing Director of Pakistan Bait-ul-Mal (PBM), Senator Captain Shaheen Khalid Butt, while presiding over an important online meeting to review the PBM relief activities for the flood affected families.


Director General PBM projects Professor Dr. Zeeshan Danish, Director Projects Qasim Zafar, and other officials attended the meeting. Managing Director PBM also chaired an online session and received briefings from all provincial and regional directors regarding ongoing relief activities for flood victims.

The Managing Director was informed that Pakistan Bait-ul-Mal staff, in collaboration with local administrations and various welfare organizations, is providing food, dry milk, medicines, tents, clothing, and other essential items to flood-affected people in the impacted districts. Furthermore, under its project "Khana Sab Kay Ley (Food for Everyone)", PBM is also delivering meals and relief goods to affected individuals using mobile food trucks and is providing temporary shelter in shelter homes. Captain Shaheen issued instructions to the concerned officers to serve the flood victims with utmost dedication and commitment. He also directed that, after meeting the immediate needs of the victims, steps should be taken for their economic rehabilitation. District offices should be mobilized to arrange temporary accommodation and food for flood victims in Sweet Homes and Women Empowerment Centers.

PBM’s Chief reaffirmed the commitment that flood victims should not feel abandoned in this difficult time. Under the leadership of the Prime Minister, Pakistan Bait-ul-Mal is doing everything it can to ease their suffering. Senator Captain Shaheen Khalid Butt further stated that effective measures will be taken for the education and upbringing of children orphaned by the floods, and wheelchairs and prosthetic limbs will be provided to those who became disabled.

He also emphasized that addressing the immediate needs of food and shelter for flood victims is a critical necessity; all philanthropists and welfare organizations across the country should join hands with the government to fulfill their religious, humanitarian, and national responsibilities.

Islamabad, Pakistan – On July 29, 2025, Pakistan Bait ul Maal (PBM) organized landmark event on Compassion in Action: Supporting Vulnerable Populations with Cancer & Rare Diseases” at Serena Hotel, Islamabad. Chaired by PBM’s Managing Director, Senator Captain Shaheen Khalid Butt, and co-chaired by Federal Minister for Parliamentary Affairs, Dr. Tariq Fazal Chaudhary, the seminar marked a historic milestone in Pakistan’s pursuit of equitable healthcare particularly to the people in need. Dr. Obaid, CEO of DRAP, also pledged support to provide affordable medicines through a coordinated mechanism with PBM. The Pakistan Cancer Awareness Program (P-CAP) was officially launched by Pakistan Bait-ul-Mal (PBM) in collaboration with the Surgical Oncology Society of Pakistan (SOS-PK). This historic initiative marks the first-ever national cancer awareness program in the history of Pakistan, aligning with the global observance of World No Tobacco Day and the National Anti-Smoking Campaign. Managing Director PBM, Capt. Khalid Shaheen Butt appreciated the innovative idea and initiative taken by newly appointed D.G operations Prof. Dr. Zeeshan Danish who is already working with well renowned cancer experts in Pakistan on various Cancer related Projects. MD, PBM also appreciated the Regional Director PBM Lahore, along with his dedicated team, who has successfully organized the launch event at the Lahore Press Club.

Representing PBM, Senator Capt. Khalid Shaheen Butt emphasized the government's strong commitment to combating cancer through prevention, awareness, early detection, and support for patients and their families. Prof. Dr. Arshad Cheema, founding President of SOS.PK said that as part of the broader awareness campaign, PBM and SOS-PK will jointly organize a Public Awareness Conference at Ittefaq Hospital on World No Tobacco Day, followed by an Awareness Walk. Federal Minister for Poverty Alleviation and Social Protection Syed Imran Ahmed Shah, accompanied by Secretary Naveed Ahmed Sheikh, visited the head office of Pakistan Bait-ul-Mal, where Managing Director Pakistan Bait-ul-Mal Senator Captain Shaheen Khalid Butt gave a detailed briefing on the institution’s current public welfare activities.
The Federal Minister was briefed about all the initiatives through which this institution, transcending religion, gender, caste and politics, is supporting the poor-friendly initiatives of the federal government by improving the lives of the poor living across the country. Pakistan Bait-ul-Mal also has the distinction of being the country’s first public welfare institution at the federal level.
Federal Minister Syed Imran Ahmed Shah, while appreciating the performance of Pakistan Bait-ul-Mal in the fields of health, education and rehabilitation, stressed on further expansion of the program for the sponsorship of orphans and poor children. Mr. Butt emphasized that restoring hearing to congenitally deaf children remains a key mission for PBM. "Cochlear implants are not just medical devices—they are gateways to opportunity, education, and a brighter future," he stated.

To date, PBM’s medical assistance program has provided 1,738 cochlear implant surgeries, investing Rs. 2,343 million to transform lives. This initiative underscores PBM’s commitment to inclusive healthcare and social empowerment.
